Executive, Student Life and Services (Welfare)

The Lee Kong Chian School of Medicine (LKCMedicine) is seeking a bright and dynamic Executive for our Student Life and Services team. This role will focus on student welfare and encompasses a variety of duties which will offer a stimulating and rewarding experience for the right candidate. 

Responsibilities:

The appointee will work closely with the team’s Manager to support the administrative and research tasks related to the development of student policies, sourcing of student resources and development of the School’s House Support System. 

The general job functions include:

  • Assist with research and sourcing of student-related information for the purpose of: 

                o development of student policies, standard operating procedures and protocols 
                o planning and implementation of service provision for students

  • Assist with sourcing and creation of student resources
  • Assist with compilation of House System resources, information packs, scheduling and administrative support for the recruitment and training of House Tutors
  • Assist with the scheduling and logistical arrangements for the House System and Elective Programme
  • Handle student enquiries and accurately and appropriately maintain the enquiries database
  • Manning of Student Services Hub counter, as required, as part of the larger Academic Support Team and assisting in all other administrative duties

Requirements:

Assistant Director, Student Life and Services

Responsibilities:

The Assistant Director will lead the team responsible for the development and delivery of policy and operational aspects of Student Life and Services at Lee Kong Chian School of Medicine (LKCMedicine).

The position entails the following:

  • Coordination of the House System, recruitment and retention of Tutors, distribution of information and resources and scheduling of House/Tutor meetings
  • Liaise, communicate and build relationships with the NTU and LKCMedicine Student Union/Society members to support faculty, department and work unit activities
  • Adviser to all student activities and events
  • Develop, evaluate, and review policies and procedures related to the MBBS course and Student Services
  • Attend and contribute to proceedings of the Welfare, Medical Education and Student Progress Subcommittees
  • Provide secretariat services to academic committees relating to student services and ensure all follow up actions are carried out
  • Provide input into the annual resource planning (budgeting) process to ensure that the appropriate level of resources is available
  • Monitor expenditure to ensure activities remain on budget
  • Provide administrative management and support for issues related to student welfare
  • Plan, organise and oversee the Student Services Hub
  • Manage the administrative aspects of bursaries and other financial assistance awards to students
  • Work with the Communications and External Relations team to develop and manage promotional and informational materials/events related to Student Life and Services
  • Provide supervision of team members to ensure consistently high level of customer service

Requirements:

  • Higher education to degree level, or equivalent, preferably in a humanities-related discipline

Executive/Executive Assistant, Curriculum Administration

Responsibilities:

The Executive/Executive Assistant will report to and work closely with the Curriculum Administration team to assist in the day-to-day operations of the School and ensure seamless delivery of the education programme. The general job functions include:

  • Provide administrative support in liaising, communicating and scheduling meetings, recording minutes and following up of action items arising from meetings
  • Manage administrative documentation processes such as setting up office/records systems, develop and maintain stock list for file references and key documents, as well as maintain overall archiving system
  • Liaise with hospitals, integrated care, polyclinics, primary healthcare partners and Faculty
  • Liaise with Imperial College London, Singapore-based Faculty and Leads to update and amend existing curriculum
  • Provide support in coordinating events by liaising with external vendors and assisting in event logistics and setup

Requirements:

  • A good polytechnic diploma in any discipline

Senior Assistant Director, Communications & External Relations

Responsibilities:

Reporting to the Deputy Director of Communications & External Relations, you will be responsible for assisting in the implementation of the School’s communications plan, particularly in managing content, activities and events for outreach, publicity and profile-raising of the School in order to attract the best to fulfil its ambitions of being a premier global medical School. Tasks include facilitating the School’s branding work, managing School publications including e-publications, handling media queries including on social media platforms, drafting media releases and statements, and coordination as well as professional management of high-profile visits to and from the School. A background in journalism and/or 8 years of corporate communications experience in a medical or education institution is preferred although those with large organisation experience in corporate communications are also welcome to apply. Candidates with potential can look forward to exposure to the full suite of corporate communications work and opportunities for advancement.

Requirements:

The Lee Kong Chian School of Medicine operates out of a dual campus, one in Novena adjacent to Tan Tock Seng Hospital and another in the Yunnan Garden campus of Nanyang Technological University. You will be based at the Novena campus, but a willingness to work on either site is an essential pre-requisite for this appointment.



Deputy Director, Finance

Reporting to the Director, Finance, you will be assisting in the overall management of the School’s accounting and financial operations, which include the development of financial policies & procedures, planning and allocation of financial resources, accountability and control, financial & management reporting and administration of staff payroll & compensation benefits. The details of the duties and responsibilities include:
  • Financial & management accounting and reporting, including financial analysis
  • Establishment, implementation and documentation of financial policies & procedures with emphasis on internal controls; this also includes the regular review, updating and maintenance of the Financial Policies & Procedures Manual
  • Treasury Management which includes efficient cashflow management, drawdown/repayment of loan facilities and cashflow forecasting/projections at regular intervals
  • Administration of financial services eg vendor payments, grant claims, payroll, staff claims, tax related matters and student financial services
  • Computerization of accounting and related systems

In addition, you will undertake ad hoc assignments or projects and your role also requires you to work closely with collaboration partners, healthcare partners, government agencies, regulators and other external parties such as tax consultants and internal/external auditors.

Executive/Executive Assistant, Administration

Responsibilities:

You will report to the Deputy Director, Planning and Administration, to provide support for general office administration and operations of the Lee Kong Chian School of Medicine (LKCMedicine). Your responsibilities will include the following:
  • Receptionist duties – welcome and engage students, members of the public and other visitors to the School, including addressing basic queries about the School and student matters, or redirecting them to relevant staff as necessary.
  • Handle general intra-campus communication channels for the School, including general phone calls, internal and external mails and faxes.
  • Maintain general office facilities, equipment and supplies – including meeting room set-up; maintenance of office stationery and pantry supplies; upkeep and operation of coffee machines and labelling/laminating machines.
  • Assist in implementation and maintenance of LKCMedicine File Registry System.
  • Assist in purchase and receipt of goods/services, in line with the School’s procurement policies and procedures, to support the School’s administration and operations.

Executive/Higher Executive, Administration

Responsibilities:

You will report to the Deputy Director, Planning and Administration, to provide support for general office administration and operations of the Lee Kong Chian School of Medicine (LKCMedicine). Your responsibilities will include the following:

• Assist in business travel (overseas and local) arrangements and logistics for LKCMedicine Staff, including airline and accommodation bookings; private vehicles and shuttle services between the School’s dual campuses.
  • Assist in implementation and maintenance of LKCMedicine File Registry System.
  • Assist in purchase and receipt of goods/services, in line with the School’s procurement policies and procedures, to support the School’s administration and operations.
  • Plan and track expenses and assets under the LKCMedicine Administrative Budget.

  • Provide covering duties as required for the Personal Assistants of LKCMedicine Senior Management

Assistant Director, eLearning

Responsibilities:

You will be required to support the eLearning programmes with a mandate to manage and develop media and web-enhanced instructional materials, and provide support to academic staff in the use of online applications in course development and management. You will assist in the following areas:

  • Manage curriculum content within various eLearning systems
  • Develop eLearning materials in collaboration with subject matter experts
  • Manage usability testing and methodologies
  • Provide software evaluation and rubric design services
  • Provide current perspectives on learner-centred design and practice in teaching and learning
  • Provide faculty support for the use and implementation of technology-enhanced learning

Requirements:
  • A Master’s degree qualification in Instructional Design, teaching or a related field in education with multi-year experience as an Instructional Designer or Learning Designer
  • 5 years of classroom teaching experience in secondary and/or tertiary institutions or related and relevant experience
  • Demonstrated experience with the use and integration of instructional technology within a variety of discipline/industry areas
  • Efficient, with strong attention to detail, in the use and integration of eLearning technologies and their application in eLearning environments

Laboratory Executive

Lee Kong Chian School of Medicine (LKCMedicine) is a new joint medical school by Imperial College London and Nanyang Technological University, Singapore. It was established in September 2010 and will operate from two campuses – Yunnan Campus at Nanyang Technological University and a new campus to be built at Novena. Its primary healthcare partner is the National Healthcare Group (NHG) which comprises an integrated network of primary healthcare polyclinics, acute care hospitals such as Tan Tock Seng Hospital, and national specialty centres. Lee Kong Chian School of Medicine will deliver a new five-year undergraduate medical programme resulting in a joint degree (MBBS) awarded by Imperial College London and Nanyang Technological University. The first cohort of 50 students will start in August 2013.

The Laboratory Executive’s duties include, but not limited to:
  • Manage day-to-day laboratory activities
  • Manage research accounts of Principal Investigators (PIs);
  • Manage waste (chemical, biohazard, radioactive) disposal;
  • Manage and update equipment and chemicals inventories;
  • Manage equipment contract services and contact suppliers to troubleshoot any potential problems;
  • Maintain laboratory safety in accordance to institutional requirements;
  • Advice and guide laboratory staff to solve technical problems;
  • Develop and implement laboratory Standard Operational Procedure (SOPs) and Risk assessments (RAs);
  • Assure that laboratory staff  is trained and follows standard operating procedures (SOPs) and equipment technical requirements;
  • Research procurement i.e. order material and laboratory supplies and
  • Liaison between administrative staff, research investigators and collaborating laboratories and/or facilities.

Skills and qualifications:

Successful candidates will have a Diploma Degree in Biomedical Sciences or related discipline; a Bachelor’s Degree will be advantageous. A minimum of 3 years research laboratory experience which includes interacting with staff and laboratory day-to-day activities is required. The candidate should have experience in institutional research protocol work-flow such as IACUC and IRB application, chemical and biological safety and preferably also animal handling. Qualities that he/she should possess are self-motivation to work in a fast-paced research environment, ability to multi-task, good command of English and good interpersonal and communication skills.

Manager, Finance

Responsibilities:

Reporting to the Assistant Director, Finance, you will be assisting in the following:

  • Management accounting (fund accounting) and reporting including financial analysis

Executive, Procurement

 
Responsibilities:

You will be reporting to the Director of eLearning & IT Services. You will be responsible for performing the full spectrum of duties related to procurement, from the establishment of users’ requirements to the solicitation of prices, execution of orders and management of contracts and resources, particularly those associated with IT projects. Frequent consultations with procurement and finance departments will be required.
  • Ensure compliance with Lee Kong Chian School of Medicine (LKCMedicine)’s procurement policies and procedures.
  • Interface with internal and external auditors and legal counsel on procurement compliance.
  • Establish eLearning & IT Services department users’ requirements for sourcing, source, post quotations/tenders in GeBIZ, receive bids, coordinate with users on the evaluation of bids, issue awards, establish contracts and manage suppliers’ performance.
  • Liaise with procurement and finance departments to coordinate the procurement of goods and services to support the current and new initiatives, and administrative needs of the eLearning & IT Services department.
  • Plan and manage budgets, expenditures and other related financial/administrative matters.
  • Prepare regular financial reports for the Director on actual/projected expenditure and payment milestones associated with awards.

Senior Learning Systems Architect 

Responsibilities:

Reporting to the Deputy Director, IT services, you will manage the IT department for the Lee Kong Chian School of Medicine.

  • Work collaboratively with NTU’s Centre for IT Services, Imperial College’s IT Department, Tan Tock Seng Hospital and other related institutions on the IT requirements and implementation for LKCMedicine
  • Establish IT operational plans, policies, procedures, and transition/migration plans are consistent with the overall goals and objectives for LKCMedicine
  • Provide the requisite system related support with respect to the adoption of new eLearning IT requirements
  • Be accountable for the day-to-day overall IT service and support for LKCMedicine’s staff and students
  • Oversell all IT-related purchasing and budget usage, work with Financial Team to develop annual budget
  • Communicate effectively with internal staff to identify needs and evaluate alternative business solutions and strategies when necessary

Requirements:

  • A recognised university degree in Information Technology/Information System/Computer Science, preferably with a business focus
  • Minimum 8 to 12 years’ working experience in IT and management of IT
  • Prior experience in Hospital, medical school working environment is preferred, but  not mandatory
  • Preferably with eLearning application management or development experience
  • Preferably with experience in process based IT service delivery and support

Responsibilities:

Reporting to the Director, eLearning and IT Services, you will be responsible for the design and development as well as the enhancement of usability and flow experience of software systems, to ensure that web-based applications support the eLearning system of Lee Kong Chian School of Medicine (LKCMedicine) across multiple mobile devices.

The details of the duties are as follows:

  • Establish project plans, including timeline and resources required
  • Monitor progress and to address issues pertaining to project interfaces, while ensuring that project deliverables and milestones are achieved
  • Engage and provide direction, as necessary, to contractors or technical experts
  • Manage any terms of appointment according to the relevant NTU guidelines
  • Provide regular project reports to the management
  • Facilitate the ongoing assessment of commitments and regular strategic reviews
  • Manage all aspects of the process related to the development and production of the system

Requirements:

  • A Diploma in Software Science/Information Systems Design/equivalent. Industrial certifications in programming, such as PHP Developer Certification or the equivalent would be advantageous
  • Minimum two years’ experience in software development

IT Support Specialist

Responsibilities:

Reporting to the Manager, IT, you will assist in the areas of support and maintenance for Lee Kong Chian School of Medicine (LKCMedicine)’s digital learning systems, office productivity, audio-visual automation and systems.

The details of the duties are as follows:
  • Set up and configure users’ IT-AV systems, including hardware, software, setting up new accounts and disabling expired accounts
  • Update all office and security software with latest patches and upgrades
  • Manage the servicing by vendors of problems or defects
  • Create purchase requisitions and receive delivery of new hardware and software
  • Update inventory of assets, including issuance of new items and write-off of unserviceable items
  • Provide immediate response to inquiries by users with regards to IT-AV systems, hardware and software operations
  • Interact with users and personnel to establish requirements for new systems or modifications
  • Provide administrative support and maintain accuracy of records in daily interactions for the department
  • Perform any other duties as and when required and/or assigned from time to time

Requirements:

Manager, Educational Quality Assurance and Enhancement

Responsibilities:

The Manager, Educational Quality Assurance and Enhancement, provides administrative management and support to the Academic Lead for Educational Quality Assurance and Enhancement.  This is a mid-management position reporting to Academic Lead for Educational Quality Assurance and Enhancement, Assistant Director, Curriculum Administration (Academic Support) as well as to Vice Dean, Research in Medical Education.

The post holder is required to ensure that efficient and robust administrative systems are in place for the quality assurance and enhancement of the School’s undergraduate programmes.  Quality management is a requirement of the Collaboration Agreement between Nanyang Technological University and Imperial College London, the Quality Assurance Agency (QAA) and the UK General Medical Council (GMC).  In addition, teaching quality data are essential to support strategic developments within the School.

  • Assist the Academic Lead, Quality Assurance and Enhancement in devising the School’s Academic Quality Management Strategy.

  • Draft and present reports on quality data for dissemination via relevant Committees and visits to partner healthcare settings.

  • Provide administrative and secretariat support to Heads of Phase in finding solutions to quality concerns and making improvements throughout the programme.
  • Administer and manage the School’s preparation and participation in Quality Assurance reviews undertaken by the College, the QAA, the GMC or other bodies.
  • Provide relevant data and inputs required by School’s internal quality and risk assurance committe.
  • Support Academic Lead for Educational Quality Assurance and Enhancement in preparing background data and reports for his/her participation in LKCMedicine and University Committees, governance visits and in other internal and external meetings relating to quality assurance and enhancement.  
  • Compile, upkeep, and review MBBS programme and policy documents

Requirements:

Manager, Procurement


Responsibilities:

You will be reporting to the Senior Assistant Director, Procurement. You will be responsible in performing the full spectrum of duties from the establishment of users’ requirements to the solicitation of prices, execution of orders and management of contracts and resources. Frequent consultations with the academic and administrative departments will be required.
  • Manage the review and update of Lee Kong Chian School of Medicine (LKCMedicine)’s procurement policies and procedures.
  • Work with internal Users to ensure compliance with LKCMedicine’s procurement policies and procedures.
  • Establish, streamline and improve the procurement processes and workflow.
  • Interface with internal and external auditors and legal counsel on procurement compliance.
  • Manage the calling of quotations/tenders for User Departments.
  • Establish Users’ requirements for sourcing, source, post quotations/tenders in GeBIZ, receive bids, coordinate with Users on the evaluation of bids, issue awards, establish contracts and manage suppliers’ performance.
  • Liaise with academic and administrative departments to coordinate the procurement of goods and services to support the current and new academic/research programs and administrative needs of the School.
  • Plan and manage budgets, expenditures and other related financial/administrative matters.
  • Conduct department engagements and briefings for new/existing staff.
  • Manage the establishment of purchasing records/inventory system to ensure completeness and easy retrieval of stores.
  • Handle and manage any form of procurement dispute.
  • Any other duties as and when required and/or assigned from time to time.

Requirements:

  • A recognised university degree in Business Administration is preferred.
  • At least 3 to 5 years of relevant working experience in procurement activities.
  • Good understanding of Government Procurement policies & procedures and knowledge of GeBIZ.
  • A strong command of English language is required.
  • Proficient in Microsoft Office applications.
  • Ability to build good rapport with internal and external stakeholders.
  • A good team player with excellent customer service skills, effective negotiation and strong interpersonal skills.
  • Ability to multi-task, work independently and within tight deadlines.


Photographer and Videographer

The School now invites applicants with demonstrated previous experience (staff or intern) as a photographer and/or videographer in a medical and or academic institution for the position above, which will be based full-time in Singapore. It is a 2-year post in the first instance.

Working with the Deputy Director, Technology in Medicine, the appointee will support the school with a mandate to document, produce/shoot photographic and videography representations of biological and medical subjects to be used in learning resources and corporate communication activities, lighting and audio-set-ups, provide post-production support relating to editing, digital effects, and manage recording studio facilities.

The candidate will:

  • Perform duties and initiatives related to all aspects of photographic and video content development and creation in a collaborative and independent manner
  • Work at both medical school sites and partner institution locations
  • Provide post-production services
  • Provide support to faculty and corporate communications
  • Manage recording studio facility including developing relationships with vendors

Higher Executive, Finance

Responsibilities:

  • Maintenance of accurate accounting records
  • Timely processing of payments, staff claims, and payroll

Assistant Manager / Higher Executive (Planning & Administration)
– based at the Novena Campus adjacent to Tan Tock Seng Hospital.

Responsibilities:

Reporting to the Director, Operations and Plans, and the Deputy Director, Planning & Administration, you will assist in the areas of corporate planning, administration and operations for Lee Kong Chian School of Medicine (LKCMedicine).  You will also oversee the general administration of the School’s Novena and Yunnan Garden campuses. The details of the duties are as follows: 

  • Working with the Management Team, develop, review and co-ordinate activities relating to LKCMedicine corporate strategic plans
  • Plan, implement and review operational policies and procedures in the School, such as campus transport arrangements, facility access, general security, filing and archiving, incident reporting and telephone and mail operations
  • Working with a team of executive assistants, oversee the general administration and upkeep of the LKCMedicine office and facilities at both the Novena Campus and the Yunnan Garden, NTU. This entails some travel between the two campuses
  • Assist in the preparation and management of the department’s budget and assets
  • Provide administrative and logistical support for LKCMedicine events and meetings as directed
  • Perform any other duties as and when required and/or assigned from time to time
Requirements: 
  • A recognised University Degree
  • Experience in corporate strategic planning. Familiarity with Microsoft suite of applications, including MS Project, and corporate planning tools (e.g. Balanced Scorecard) would be advantageous

Assistant Manager, Human Resources

Responsibilities:

You will be responsible for the administration of the day-to-day operations of the HR office. You will be required to work in a multi-disciplinary, multi-cultural environment to provide support in the areas of recruitment and talent acquisition, performance management / appraisal, compensation and benefits administration, training and development, HR Information System and employee health and welfare, as well as managing any other HR related projects.

Requirements:

  • Bachelor’s Degree in Human Resource Management or the equivalent
  • Minimum 2 to 3 years of relevant HR experience, preferably with exposure to expatriate management.  Experience working in public sector would be an added advantage

Executive Assistant, Procurement & Administration

Responsibilities:

You will be a member of the Planning and Operations Department who will provide general administrative support (for example, coordinating and scheduling meetings, processing work request, tracking and monitoring expenditure, etc.), perform the duty as the school’s purchasing officer and any other administrative duties as assigned by the Supervisor. Your duties will include:
  • Co-ordinate meetings and set-up of meeting rooms
  • Assist in obtaining quotes for small value purchase
  • Assist in uploading of Invitation To Quote (ITQ)/Invitation To Tender (ITT) and its related documents in GeBIZ
  • Assist in ordering of standard items in Electronic-Catalogue and Period Contract in GeBIZ
  • Assist in the preparation of Purchase Orders
  • Prepare evaluation of quotation for ITQ /ITT
  • Assist in liaising with suppliers and users for the procurement of Goods & Services
  • Provide simple procurement advice to users as and whenever required
  • Prepare and compile department budget and expenditure

Requirements:

  • A polytechnic diploma in any discipline or equivalent.
  • At least 2 years of working experience in administrative and purchasing duties would be an advantage.
  • Self-motivated and dynamic with strong interpersonal and communication (oral and written) skills.
  • Able to work independently and as a team.
  • Good computer knowledge and is familiar with Microsoft Office applications
